Labor Relations

 

Human Resource Services – Labor Relations provides advice, guidance and direction to employees, supervisors and administrators on a wide range of Labor Relations and collective bargaining matters.  The Labor Relations unit manages the relationship between the University and its organized bargaining units and associated unions. 

Labor Relations is responsible for managing:

  • Employee, supervisor and administrator labor relations questions
  • Addressing union organizing and employee representation matters
  • Contract/policy and procedure consultation, interpretation and administration
  • Collective bargaining
  • Grievance administration, investigation, mediation and arbitration 
  • Labor/Management relations and meetings
  • Labor/Management informal conflict resolution
  • Administrator and management training
  • Union requests for information

Bargaining Unit 18 - Facilities Services, Custodial Services

Bargaining Unit 18 at Washington State University consists of all full-time and regular part-time non-supervisory employees in Facilities Services, Custodial Services Unit, at the Pullman campus of Washington State University, excluding supervisors, confidential employees and all other employees.

Bargaining Unit 12 at Washington State University consists of all full-time and regular part-time classified staff in Washington State University Dining Services, excluding supervisors, confidential employees and all other employees.

Bargaining Unit 13 - Facilities Services Maintenance and Utilities and Construction Services 

Bargaining Unit 13 at Washington State University consists of all full-time and regular part-time nonsupervisory employees in the Construction Services, Maintenance and Utilities divisions within the Facilities Services Department of Washington State University, excluding supervisors, confidential employees and all other employees.

Bargaining Unit 15 - College of Arts and Sciences Technical Services (Instrument and Electronic Shops)

Bargaining Unit 15 at Washington State University consists of all full-time and regular part-time nonsupervisory employees in the Instrument and Electronics Shops in the Technical Services Division of the College of Arts and Sciences of Washington State University, excluding supervisors, confidential employees and all other employees.

  • AUGUST 20, 2015: The Public Employment Relations Commission has issued Decision 12396-A-PSRA indicating that effective August 18, 2015, Bargaining Unit 1 is no longer certified as represented by the Washington Federation of State Employees.

  • AUGUST 13, 2015: The Public Employment Relations Commission has issued Decision 12396-PSRA dated August 11, 2015, regarding Representation Case 27141-E-15-3932 (Bargaining Unit 1). The Decision notes that the election objections filed by the Washington Federation of State Employees on June 19, 2015 have been dismissed for failure to comply with the rules.
